中国-欧盟经理人交流培训项目

 

20067月启动的中国-欧盟经理人交流培训项目是中国和欧盟在国际贸易领域开展的政府间合作项目,项目的执行期为四年。在中欧关系日益紧密的今天,本项目将通过支持人力资源开发,加强双方商贸人才力量。

 

    中国-欧盟经理人交流培训项目的启动正值中欧贸易关系积极发展的时期。2004年欧盟成为中国最大的贸易伙伴;而如今,中国也已成为欧盟的第二大贸易伙伴,双方贸易额正迅速赶上欧美贸易额。

 

    中国-欧盟经理人交流培训项目是中国和欧盟依据双方共同的关注与需求应运而生。欧盟也希望借助此项目,提高中国中小企业及非政府组织管理者的管理能力,从而协助中国在这一方面的努力。

    中国领导人一直强调经济自由、给企业和创新型的中小企业以更大的拓展空间。本项目积极支持这项具有历史意义的改革,把欧洲市场经济的成功经验和合理建议介绍给正在为中国发展做贡献的中国经理人。

 

项目基本信息

  • 项目为中国和欧洲的经理人提供参加交流和培训的机会。
  • 项目计划分别在中国和欧洲培训中欧经理人各200名并安排他们到中欧企业或机构进行实习。
  • 项目是中国政府和欧洲委员会共同建立的一个政府间合作项目,执行期为4年。
  • 项目的中方执行机构是中国国际贸易促进委员会;贸促会在项目执行过程中将积极征求中方的中国商务部和欧方的欧洲委员会驻华代表团的协助和建议。
  • 项目执行期的总预算为23,000,000欧元。

 

培训活动概况

 

l  培训中国经理人

 

 

 

项目将在四年执行期内为200名中国经理人提供培训。培训为期七周,将在以下欧洲著名商学院进行:

 

 

    -     巴黎高等商学院 欧洲管理学院(法国、意大利、英国、德国和西班牙)

    -     曼彻斯特城市大学商学院(英国)

    -     布鲁塞尔自由大学索尔韦商学院(比利时)

 

    在商学院接受管理培训后,这些中国经理人还将有机会在欧洲公司或机构工作实习(每人最多有三次实习机会,每次七周)。除此之外,项目还会组织他们在欧洲机构和公司开展为期一周的学习考察。

 

    目前,在相同领域开展上述项目活动尚属首次。以往从未有过为中国企业、政府部门、传媒以及非政府组织等不同背景的经理人开展管理培训的类似项目。与标准的工商管理学硕士(MBA)课程不同的是,项目为中国经理人在欧洲提供的培训更注重提高实践技能和建立商业联系网络而非单纯介绍学术知识。

 

申请条件:

  • 中华人民共和国公民并且长期在中国居住
  • 年龄在2645岁之间
  • 至少5年工作经验,2年以上管理工作经验
  • 申请人在派出单位工作一年以上
  • 具有与欧洲企业及非盈利机构合作的经验
  • 申请人参加项目得到派出单位的支持(包括资金支持、申请人在欧洲的实习机会和培训机会等)
  • 已经联络好在欧洲的实习机会(至少一次)
  • 申请人和派出单位愿意交纳一定数额的保证金,保证申请人在项目结束后及时回国
  • 良好的英语语言能力、(必要时)掌握实在所在地国家语言。鉴于达到项目要求的语言能力对部分申请人可能比较困难,项目将视必要在参训经理人赴欧洲前组织语言培训
  • 提交一份商业/项目计划书
  • 提交一份书面说明,表明申请人参与项目的目的和职业发展计划
  • 参训经理人在欧洲参加由项目技术援助组组织的、与培训项目相关的参观考察活动的旅费(例如,参观欧盟机构以及在不同欧盟成员国学习考察期间的旅费)。
  • 参训经理人到欧盟不同地点实习的旅费(按最低票价报销)
  • 参训经理人在参加培训和实习期间每天将获得55欧元生活补贴,补贴由项目在欧洲的合作大学划拨到申请人的帐户中,用于支付他们在欧洲的住宿和生活费用。
  • 申请人和派出单位需要向中国国际贸易促进委员会交纳一定数额的保证金。保证金将在结束项目活动的申请人回到中国后的三个月内归还给派出单位

 

附件信息:

  • 项目将优先选择女性和少数民族申请人以及在西部省份居住和工作3年以上的申请人
  • 申请人必须取得所在单位的支持。申请人本人和派出单位必须保证申请人在项目结束后回国并在接受培训后从事以前的工作,为此派出单位需要交纳一定数额的保证金
  • 项目将视必要为通过初选的部分特定群体申请人提供语言培训以增加他们入选的可能性

 

针对中国申请人的初步财务信息

中国-欧盟经理人交流培训项目将支付以下各项费用:

  • 项目为甄选申请人所发生费用的50%
  • 入围申请人在附欧盟前参加语言培训和考试的费用
  • 参训经理人在欧洲参加由项目技术援助组组织的、与培训项目相关的参观考察活动的旅费(例如,参观欧盟机构以及在不同欧盟成员国学习考察期间的旅费)。
  • 参训经理人到欧盟不同地点实习的旅费(按最低票价报销)
  • 参训经理人在参加培训和实习期间每天将获得55欧元生活补贴,补贴由项目在欧洲的合作大学划拨到申请人的帐户中,用于支付他们在欧洲的住宿和生活费用。

l  培训欧洲经理人

 

 

 

项目将在四年执行期内为200名欧洲经理人提供培训。接受培训的欧洲经理人将有机会在对外经济贸易大学接受为期七个月的汉语语言培训、参加盈利及非盈利机构的研讨交流,并在中国的商务环境中实习三个月。

    参与此项活动的欧洲企业可以申请为一名或更多参与项目的中国经理人提供在本公司实习的机会。

 

 

申请条件

  • 欧盟成员国公民
  • 年龄在2640岁之间
  • 至少5年工作经验,2年以上管理工作经验
  • 工商管理、经济学或与其职业相关的高等学历(例如,职业为工程技术类的应具备工程技术专业背景,媒体管理经理人应具有媒体相关专业背景、律师应该具有法律专业的背景等)
  • 与中国企业/非盈利机构接触的经验
  • 与中国相关的长期职业发展意向
  • 申请人派出公司/机构的支持(包括在中国的商业发展计划、对申请人的资金支持以及为中国申请人提供实习机会等)
  • 以企业家个人身份提出申请的申请人必须保证获得在中国企业的实习机会
  • 良好的英语语言能力
  • 掌握一门或多门外语者优先考虑
  • 在国外学习或工作的经历、跨文化交流的技巧
  • 零起点或初级中文水平
  • 提交一份书面说明,标明申请人参与项目的目的和职业发展计划
  • 提交一份在中国期间及其后的项目计划书

 

 

附加信息:

  • 项目在申请人的选择中将优先考虑女性申请人以及所在公司/机构提供资金和组织支持的申请人以及在中国企业找到实习机会的申请人

 

  • 欢迎申请人提交有关在中国投资或者对话出口的项目计划书
  • 有强烈的项目参与动力和明确的商业机会的企业家个人也可能入选,此种情况下派出公司/机构的支持不是必要条件

 

 

针对欧洲申请人的初步财务信息

每个参与项目的欧洲经理人在中国参加培训期间将获得每月1000欧元的生活补贴,培训期最长不超过10个月。

 

 

项目第二期培训学员招募信息

中国-欧盟经理人交流培训项目计划在四年执行期内分四期培训200名欧洲经理人和200名中国经理人。项目第一期培训(METP1)已于2007812正式启动。在接受了为期两周的跨文化交流培训后,目前中国学员已经在欧洲境内展开为期七周的管理培训,欧洲学员目前在位于北京的对外经济与贸易大学接受商务汉语培训。

EU-China Managers Exchange and Training Programme

 

The EU-China Managers Exchange and Training Programme (METP), launched in July 2006, is a four-year intergovernmental cooperation project between the EU and China in the field of international trade. Built within the dynamic context of continuously developing relations between the EU and China, the programme will enhance business expertise by developing European and Chinese human resources.

METP could not come at a better time to capitalise on the new trading reality. In 2004, the EU became China's largest trading partner, and today China is already the EU's second largest trading partner, rapidly catching up on the USA in trade flow terms.

 

 

The METP is a joint response to the needs and interests coming from both sides and the commit, ment of the EU to support China's endeavours in improving the skills of managers from SMEs and NGOs in particular.

At the highest level, the Chinese leadership is continuing to support China's economic liberalisation, giving increasing space to private interests and individual creative enterprise. The Programme supports these historic changes by offering sound experience and sensible advice from market-driven Europe to managerial staff setting off on routes that are undergoing intensive development in China.

 

METP Basic Facts

  • The EU-China Managers Exchange and Training Programme (METP) provides support for exchange and training support to Chinese and European managers.
  • The programme intends to organise training and internships for 200 Chinese and 200 European managers in both China and Europe.
  • The METP is a four-year intergovernmental project between the European Commission and the Government of the People's Republic of China.
  • The programme is implemented by the China Council for the Promotion of International Trade (CCPIT) in close consultation with the Ministry of Commerce on the Chinese side and the European Commission Delegation in China on the European side.
  • The total funding to the Programme in four years will be 23,000,000 euros, of which the contribution of the European Commission is 17,200,000 euros. The Chinese side will provide financial contributions of 3,450,000 euros and/or in-kind contributions to the counter-value of 2,350,000 euros.

 

Programme Activities

l  Training of Chinese managers

 

This programme component is intended to train 200 managers over the four year of project implementation. It will give Chinese managers the opportunity to take part in a six-week management training at these first-class European business schools:

 

  • ESCP-EAP, European School of Management (France, Italy, UK, Germany, Spain)
  • Manchester Metropolitan University Business School (UK)
  • Solvay Business School, at Université Libre de Bruxelles (Belgium)

Subsequently the participants will gain work experience in European companies or organisations through internships. Up to three internships, each of them lasting seven weeks, are envisaged. The stay in Europe will be complemented by one week of study visits to European institutions or companies

The activities carried out in this field break new ground since until now management training for Chinese managers of various backgrounds – business, public sector, media, NGOs - has not been conducted in a comparable project or context. Differently from standard MBA programmes, the training in Europe will focus on practical skills and networking rather than academic skills.

 

Application Conditions

  • Chinese nationality and permanent resident of the People’s Republic of China
  • Age between 26 and 45 years
  • Minimum of 5 years of working experience, including at least 2 years of managerial experience
  • Minimum of 1 year work in the organization supporting the application
  • Previous co-operation with the European profit/non-profit sectors
  • Support from their sending company/organization in the form of financial support, provision of an internship placement in Europe and a training plan
  • At least one internship already secured
  • Willingness and ability of applicant and sending company/organization to pay a deposit to ensure the return of the participant to the PRC after the Programme
  • Good English language skills, and possibly one other language (country chosen for internship); as some target groups might have difficulties with this criteria, pre-departure training in English will take place where necessary to improve specific target group’s chances of selection
  • Presentation of a business/project plan
  • Essay describing motivation and career plan

 

Specific information

  • Priority will  be given to female applicants and ethnic minorities, as well as for applicants have resided and worked at least 3 years in the Western Provinces of China
  • Applicants have to prove support of their organization. Applicants and their organizations will ensure that the applicants return to China and can pursue their career after the training.  This shall be assured through the provision of a deposit by the sending company/organization
  • Pre-departure training in English will take place where necessary to improve specific target group’s chances of selection. Applicants will have to pass a language test before a final decision on  their selection is taken.

 

General financial information for Chinese managers

The following costs are covered by METP:

  • 50% of the cost incurred by Chinese managers for the participation in the selection

 

  • Language training and testing for Chinese participants before departure for EU
  • Reimbursement of travel costs within the EU for trips and visits related to the project and organized by ETAT (e.g. travel expenses of the Chinese participants for visits to European institutions, and study visits in larger or smaller groups in different EU member states)
  • Travel costs of Chinese participants to different internship locations in the EU (reimbursement at most economical fare)
  • Each participant will receive a living allowance of 55 euros per day for the whole period spent on training and internship(s), paid through the European University consortium in the EU into an account of the participant.
  • A deposit, paid by each participant and the sending company / organization to China Council for the Promotion of International Trade is required. The deposit will be handed back to the sending company / organization within 3 months after the return of the participant.

 

 

l  Training of European managers

 

This programme component involves the training of 200 European managers over the four years of project implementation. European managers will receive seven months of Chinese language instruction at UIBE in China, attend seminars and workshops on business and nonprofit sectors, and undergo a three month internship to gain work experience in the Chinese environment.

SMEs and NPOs who send a manager on this scheme can apply for one or more Chinese participants in the programme to undertake an internship in their company.

 

Application Conditions

  • EU nationality
  • Age between 26 and 40 years
  • Minimum of 5 years of working experience, including at least 2 years of managerial experience
  • Strong academic background in business, economics, or technical studies related to the field of specialization (i.e. engineering, or in case of media managers, media studies, law in case of lawyers etc.)
  • Previous contacts with the Chinese profit/non-profit sectors
  • Long-term career orientation towards China
  • Support from their sending company/organization in the form of a business plan for China, financial support and provision of an internship placement in China
  • In  the case of applications from individuals an internship placement in China is required
  • Excellent English language skills
  • Fluency in language(s) other than mother tongue will be an asset
  • Study or working experience abroad, intercultural skills
  • No or only basic Chinese language skills
  • Essay demonstrating motivation and career plans
  • Description of a project plan for the stay in China and beyond

 

Specific information

  • Priority will be given to female applicants and applicants who are supported in financial and organizational terms by their sending company or organization, or who already have secured an internship placement in China.
  • Business plans for projects on investment in China or exports to China are especially welcome.
  • Entrepreneurial individuals with a strong motivation and clear business plan can also be selected; in that case the support of a sending company or organization is not necessary.

 

General financial information for European Managers

Each participant is entitled to receive an all-inclusive living allowance of 1,000 euros per month of participation in the training for a maximum of ten months.

 

Information on the Second Intake of METP

 

METP plans to have 4 training intakes for a total of 200 European managers and 200 Chinese managers in its 4-year implementation period. The first intake (METP 1) started from 12 August 2007. After a 2-week Intercultural Training and Pre-Departure Briefing, the Chinese managers are now participating in the 7-week management training in Europe and the European managers are now learning Business Chinese language at the University of International Business and Economics in Beijing.
